TECHCONET CC – PAIA MANUAL
Prepared in terms of Section 51 of the Promotion of Access to Information Act 2 of 2000 (“PAIA”) and the Protection of Personal Information Act 4 of 2013 (“POPIA”)
1. INTRODUCTION
This Manual is for Techconet CC (Registration Number: 2003/039340/23). PAIA gives effect to the constitutional right of access to any information held by the State and any information that is held by another person and that is required for the exercise or protection of any rights. This manual outlines the types of records held by Techconet CC and the procedure to request access to them.

4. RECORDS AVAILABLE IN TERMS OF OTHER LEGISLATION
Techconet CC maintains records in accordance with the following legislation:
Electronic Communications and Transactions Act 25 of 2002 (ECT Act)
Regulation of Interception of Communications and Provision of Communication-related Information Act 70 of 2002 (RICA)

5. DESCRIPTION OF RECORDS HELD BY TECHCONET CC (Section 51(1)(e))
The following records are held by Techconet CC:
Internal Records: Founding Statement (CK documents), financial records, asset register, and internal policies.
Customer Records: Customer names, ID/Passport numbers, physical addresses (RICA data), and contact details.
Technical Records: PPPoE credentials, IP address allocations, MAC addresses, and network traffic logs (stored for 180 days).
Service Records: Installation logs, technical fault reports, and call-out records.
6. PROCESSING OF PERSONAL INFORMATION (POPIA)
Purpose of Processing: We process personal information to provide internet services, perform Fixed Wireless installations, comply with RICA, and manage billing.
Data Subjects: Customers (Fixed Wireless and Voucher users), employees, and service providers.
Recipients of Information: Information is only shared with authorized upstream providers (backhaul) or law enforcement (under legal warrant).
Security: Techconet CC employs secure servers, encryption, and password-protected access to safeguard all personal data.
7. PROCEDURE TO REQUEST ACCESS TO RECORDS
7.1. A requester must use the prescribed form (Form 2) to make a request for access to a record. This form is available on the website of the Information Regulator. 7.2. The request must be made to Albert Pool at admin@techconet.co.za. 7.3. The requester must:
Provide sufficient detail to enable Techconet CC to identify the record and the requester.
State which right is being exercised or protected.
Pay the prescribed request fee (if applicable) before the request is processed.
8. GROUNDS FOR REFUSAL
Techconet CC may refuse a request for information to protect:
The privacy of a third party who is a natural person.
Commercial information of a third party (trade secrets).
The safety of individuals and property.
